The EIB, the European Union's bank, seeking to recruit for its Group Information Systems Directorate (GIS), Digital Transformation & Innovation Department (DTI) Business, Relationship Division (BR), Change Management Programme Unit (CMP), at its headquarters in Luxembourg, a Change and Project Manager – Change Management*.
This is a full-time position at grade 5 for which the EIB offers a permanent contract.
Purpose
You will contribute to the planning, coordination and implementation of change management activities supporting digital transformation initiatives across the EIB Group.
You will support the practical application of the EIB Groupwide Change Management Framework and support the rollout of the federated Change Management model, ensuring consistent adoption, stakeholder engagement and organisational readiness across programmes.
Close collaboration with business users will be essential to ensure effective upskilling and the smooth end -user adoption of new applications and solutions developed and deployed by the Group Information Systems (GIS) Directorate, ensuring they are embraced efficiently.
Operating Network

Accountabilities
- Coordinate change management for assigned digital transformation initiatives., in line with the EIBG Change Management Framework and agreed project governance
- Contribute to the implementation and continuous improvement of the EIB Group Change Management Framework
- Support the practical deployment of the federated Change Management operating model across Directorates and programmes in close collaboration with business representatives, local change agents and GIS delivery teams
- Enable and coach local change agents and build feedback loops from business directorates
- Conduct stakeholder analysis, change impact assessments and organisational readiness assessments and consolidate findings into practical recommendations and action plans
- Facilitate workshops and stakeholder engagement sessions to gather input, clarify change impacts and support alignment across impacted teams
- Identify change-related risks and propose mitigation actions, escalating issues where appropriate
- Collaborate with business stakeholders, GIS delivery teams and communication experts to maximise transformation outcomes
- Support benefits realisation activities by tracking adoption, user readiness and behavioural indicators in cooperation with project teams and business stakeholders
- University degree (minimum an equivalent to a Bachelor) preferably in Organisational Change, Business Administration, Communications, Psychology, Information Systems or a related field
- At least 5 years of experience in Change Management, Project Management, Organisational Transformation or Digital Transformation roles
- Proven experience managing complex initiatives involving multiple stakeholders
- Experience with change management methodologies, stakeholder engagement and adoption activities
- Experience supporting large-scale digital transformation programmes would be an advantage
- Excellent knowledge of English and/or French (***), with a good command of the other. (Knowledge of other EU languages would be an advantage)
